Yes. Every angler aged 16 or older needs a valid California sport fishing license to fish from a charter boat in ocean waters. The charter boat's license covers the vessel, not the passengers. No license = you can't legally fish, and the captain can be fined for letting you.

Who Needs One, Who Doesn't

  • Ages 16 and up: License required. No exceptions on a charter.
  • Under 16: No license needed — kids fish free (license-wise, anyway).
  • Non-residents: You need a California license too — there's a non-resident version (see costs below). Your home state's license doesn't count.
